Maryland advocacy through legislation

Problem – advocacy through legislation
Maryland faces a looming nursing shortage. It is projected that the state will experience a nursing shortage of 10,000 healthcare staff in 2025. The vacancy rate for healthcare workers in the state has risen by 5% over the last decade. This is depicted in the vacancy record-holding 12% in 2019 from the 7% recorded in 2010. The nursing shortage facing the state has been attributed to the mass exit of baby boomers as they retire (Trehearn, 2019). The shortage of nurses in the state will affect several parties. Patients in Maryland will bear the burden of the shortage, especially in emergency medical situations. Likewise, the working nurses will feel the direct impact of the condition by being overworked. The fact the nurses will have to work extra hard to cover their shortage will always make them tired and exhausted. Several ramifications are being undertaken to ensure the situation is curbed. For instance, the University Of Maryland School Of Nursing has partnered with Work source Montgomery to attract students to undertake the Bachelor of Nursing course and impact them with the right skills. Likewise, Maryland has embarked on an education mission to train about the same number of nurses expected to leave (Trehearn, 2019). The nursing shortage is an issue that the state should solve within the shortest time possible. The fatigue that nurses constitute poor working conditions exposing them to stress, thereby leading to poor patient outcomes.(Advocacy Through Legislation)
The idea for Addressing Solution
Solving the issue of shortage of nursing staff in Maryland requires strong legislation. The issue affects Maryland’s citizens, who are also the primary recipients of the state’s healthcare services. Also, the state has been depicted as having put in place measures to control the situation. However, the nursing shortage is not a matter that can be put aside for now as we prepare for the situation to improve in the future. That amounts to a lack of consideration for the current wellbeing of Maryland’s citizens. The most significant repercussion falls on the few nurses who remain. The nurses are forced to go through difficult work experiences to answer their professional call to serve them. The situation results in stress and lack of better family moments as most of their time is spent looking after patients’ overwhelming numbers. Failing to immediately tackle the situation will result in more disaster in the future as the current crop of nurses will be exposed to mental complications, thereby lowering the quality of their services and rendering some unfit to serve. It is a cycle that would repeat should the state fail to put legislation to compel it to hire more healthcare staff as soon as possible. Compared to the other alternatives, the legislation’s implementation will almost have immediate effects on the nursing shortage, thereby lowering the current healthcare staff’s work burden.(Advocacy Through Legislation)

The bill recognizes that America does not have adequate healthcare personnel. Getting 40,000 healthcare immigrants is seen as the ideal solution to improve the nation’s service quality (Aljazeera, 2020).(Advocacy Through Legislation)

The legislation saw the state call back retired doctors into service to address the health challenge the state was facing (Cart et al. 2020).  (Advocacy Through Legislation)

The legislation seeks to ensure that nurses work under conducive conditions. The nurses will, therefore, support it since it addresses their concerns.
Stakeholder(s) Supporting 2Maryland’s healthcare patients will also support the legislation. Another reason for the legislative proposal is to lower challenges faced by patients due to the lack of adequate nurses to avail them with the appropriate quality of service that will allow them to get better treatment from healthcare institutions.(Advocacy Through Legislation)
Stakeholder Opposition
Stakeholder(s) Opposed 1The state of Maryland through its health department. The state’s opposition to the legislation may be linked to costs associated with executing the bill into practice. The state can point at the enormous amount of capital needed to fund the recruitment of more nurses.

The group may be guided by beliefs of doing good to Maryland citizens by requiring them to spend more money on an activity whose long term solutions have already been considered and slowly implemented. The lobby groups will see the legislation as a waste of public money.(Advocacy Through Legislation)
Financial Incentives/Costs
Implementing the advocacy legislation to have more nursing staff employed with immediate effect will have a tremendous financial impact. The most significant impact will be seen in the state, spending much money to implement the legislation. The legislation’s guidelines to hire 10,000 nurses to avert the healthcare crisis will see the state incur more than $ 118 million in paying for the hired workforce’s annual wage. The cost is based on calculations on the average wage that nurses earn in the state. The current hourly wage for nurses in the state is $ 30.76. Besides the wages, the legislation is likely to introduce other allowances to raise the legislation’s cost further. For instance, nurses in the state earn an average of $ 12,375 per year as overtime. While the cost of implementing the project is high, it cannot be compared to the benefits that the state will get from the implementation of the legislation. Maryland is depicted as one of the states that pioneered quality-based healthcare. The model allowed the state to save about $ 586 million in cost from 2014 to 2016. Like the value-based care model, the current legislation seeks to enhance the quality of service delivery. Upon enactment, the legislation will help Maryland save approximately $ 200 million. The savings will arise from improved service delivery as nurses will now work in suitable healthcare environments that will motivate them to undertake their duties diligently.
Legislature: Information Needed and Process for Proposal
Name and complete contact information for the legislator.I look forward to presenting the bill to the current Maryland Senator Chris Von Hollen. He is the ideal individual to introduce the bill given his position as the highest-ranked legislator from Maryland.  The senator can be reached through various contacts. He has a total of four offices that are located in different locations. However, I intend to locate him at his Montgomery County Office. The facility is located at 111 Rockville Pike Suite 960, Rockville, MD 20850. The phone number (301) 545-150 and fax (301) 545-1512.
Steps to present to the legislator. The first step in presenting the information to the senator will by booking an appointment to meet him to discuss the nursing shortage that the state faces. I will then be accompanied by healthcare experts who will convince him of the problem’s severe nature if it is not handled immediately. Next, we will arrange practical visits to healthcare institutions that are already experiencing a shortage of nurses. I will inform him that the state risks encountering such events if immediate action is not taken.

The bill will then be sent to the healthcare committee for evaluation. The bill would then be put on the calendar and voted against. Passage of the bill by garnering 218 votes out of the 435 will see it move to the Senate, whereby it will also be passed to a committee for study (Ritchie, 2016). Voting will again be undertaken with a garnering of 51 out of 100 votes affirming the bill’s passage (Redman, 2011). A conference committee comprising of senators and representatives is formed to iron out any inconsistencies. The bill will then be returned to Congress and the Senate for approval. It will then be enrolled by the government printer and passed the president for signing. The president will have ten days to sign it into law or veto it.
Christian Principles and Nursing Advocacy
The compelling legislation Maryland to immediately hire more nurses to curb healthcare workers’ shortage is anchored onset of Christian values. The value of service to others dictates that human beings be at the forefront of helping other people if they have different challenges (Newbanks et al. 2018). The value requires Christians to note those who are suffering and put in place the right measures to overcome the challenges. Therefore, the legislation advocates for service to others by ensuring that patients get quality treatment due to nurses’ adequate availability to look after their needs. Nurses’ presence will ensure that even the vulnerable members of society, for instance, the homeless who rely on healthcare, are treated. The advocacy campaign is also in line with the Christian value for compassion. We must be sympathetic to the sufferings that other people encounter and provide assistance (Durkin et al. 2019). The advocacy recognizes the suffering that Maryland nurses and their families go through at this turbulent time. Likewise, compassion is given to citizens who do not have the means to seek treatment in private institutions. Therefore, the advocacy champions for an end to the suffering that healthcare workers and patients with diverse attributes and complications experience at this time. Passing the compelling legislation Maryland to hire nurses with immediate effect will indicate that the legislation seeks to show compassion for those affected by nurses’ shortage in the state.
